The highest item level is 416 and goes to legendary weapons, Fangs of the Father, and several other items from the Phase 4 raid Dragon Soul. Since not every class can use them, the highest available item level in a Phase is considered to be that of the current raid tier on Heroic difficulty. For Phase 1 and 2 — 372, for Phase 3 — 397, and the final, 4th Phase — 416.

At the start of the Cata Classic, only 4 raids are available — Baradin Hold, Blackwing Descent, The Bastion of Twilight, and Throne of the Four Winds. Phases 3 and 4 bring Firelands and Dragon Soul respectively. Each boss drops random loot from their loot table and provides tier set tokens that can be exchanged for class-specific gear sets. Since Raids have weekly lockouts, you can’t clear the raid more than once per week.

It is way easier to get a group for these instances, as players use them to gear up before raids, so it is expected to see freshly leveled characters there. Starting from capstone dungeons, such as Halls of Origination or Grim Batol, and moving to Heroic dungeons such as The Deadmines, Shadowfang Keep, etc.
These dungeons have some decent equipment and trinkets that may suit your spec stats or effects-wise. But don’t focus too much on getting particular pieces. Remember, these are temporary gear that’s primary purpose is to get you in raids.
