At Level 30, going deep into one tree is especially attractive because Forever retains the traditional milestone talents while adding another 16-point milestone between the familiar 11-, 21-, and 31-point talents.
The Level 60 builds should be treated differently. Nobody can currently test a Level 60 Warrior in the Beta, and Fury and Protection have already received major tree changes during testing.
Best Arms Warrior talents in WoW Forever

The best current Arms Warrior talent build at Level 30 is 21/0/0, putting every available point into Arms and reaching Sweeping Strikes.
This setup focuses on Rend, Overpower, critical damage, and two-handed weapon attacks while giving Arms its major Level 30 cleave tool.

Sweeping Strikes is the main goal at the current Beta cap. It significantly improves Arms when fighting multiple enemies and fits naturally with the spec’s two-handed leveling playstyle.
Arms also received several Forever-specific changes. Blizzard made Tactical Mastery baseline functionality for Warriors while redesigning the talent version, and Forever introduces talents such as Spearing Strike and Bloodthrill deeper in the tree.

The exact order can be adjusted while leveling, especially if you prefer defensive points or different early Rage options. The important target is having 21 points in Arms at Level 30.
Level 60 Arms Warrior build
The current preliminary Level 60 Arms target is around 38/13/0, combining deep Arms talents with early Fury bonuses. At later levels, Arms gains access to:

- Improved Slam
- Mortal Strike
- Additional Fury talents for damage and Rage generation

Best Fury Warrior talents in WoW Forever

The current Fury Warrior build at Level 30 is 0/21/0, but the recommended talents have changed considerably since the Beta began.
Blizzard reworked Fury again on October 2. Improved Cleave and Boundless Rage were removed, while Lingering Rage, Furious Precision, and Gore Drinker were added. Dual Wield Specialization also no longer provides Hit, with off-hand Hit instead coming from Furious Precision.

Cruelty has become even more valuable after Blizzard increased the additional Rage generated by critical basic attacks to 100%.
Furious Precision is particularly important while dual wielding because it provides 4/7/10% additional off-hand Hit chance. Death Wish then becomes your Level 30 milestone, increasing Physical damage while providing Fear immunity at the cost of taking additional damage.
Level 60 Fury Warrior build
A common current Level 60 Fury theorycraft uses approximately 15/36/0, with Bloodthirst, Flurry, Death Wish, and Fury’s dual-wield talents forming the core of the build. Current build databases show 15/36/0 among the most frequently published Fury configurations.
However, this is not a finalized best build. Level 60 is not currently playable, and Blizzard just changed Fury’s talent structure. Expect the exact Arms/Fury split to move as testing continues.
Best Protection Warrior talents in WoW Forever

The best current Protection Warrior Level 30 build is 0/0/21, focusing completely on tanking.
Forever makes deep Protection considerably more attractive than original Vanilla by improving Rage generation, Revenge, threat, and defensive utility while introducing talents such as Vanguard and Focused Rage.

Shield Specialization is particularly useful because blocking generates Rage, while Improved Bloodrage provides additional resources before and during pulls.
Improved Revenge then adds more damage to one of your cheapest tanking abilities, while Defiance improves your threat in Defensive Stance. At Level 30, Concussion Blow gives Protection a five-second stun for dangerous enemies or spellcasters.
Level 60 Protection Warrior build
We recommend leaving the final Level 60 Protection Warrior build as TBA for now. Unlike the Level 30 build, the deep Protection tree has not been tested at maximum level, and Blizzard has repeatedly rearranged it during Beta. The main Level 60 targets are expected to include:
- Shield Slam
- Bastion
- Focused Rage
- Concussion Blow
- Vanguard
- Improved Revenge
- Defiance
Shield Slam remains the 31-point Protection capstone and deals damage based partly on Block Value while generating very high threat. We’ll add the final 51-point build once Level 60 testing provides enough data to recommend one confidently.
Best Warrior spec for leveling in WoW Forever
There is currently no single best Warrior leveling spec for every type of player. For general questing, we recommend
- Arms as the easiest all-round option. It works naturally with strong two-handed weapons and reaches Sweeping Strikes at the current Beta cap.
- Fury is the better choice if you specifically want dual wielding. The October changes improve its Rage generation and off-hand reliability, but Fury is also more dependent on keeping both weapons upgraded.
- Protection is the strongest option if you plan to tank dungeons frequently. Forever’s Protection changes make shield leveling much more practical than it was in original Classic.

The best choice can also depend heavily on your weapons. Warriors are particularly gear-dependent, so a major weapon upgrade can sometimes matter more than a small difference between talent builds. This makes the path between the early talents and traditional 21-point milestone much more interesting than it was in original Vanilla WoW.
