Protection now has a real taunt and defensive cooldowns, Retribution has more active Holy damage and intentional Seal twisting, while Holy eventually gains its first meaningful party-healing tool through Light’s Vigil.

The Level 30 builds can already be tested directly. Level 60 setups remain theorycraft and should be treated as targets rather than finalized raid builds.

There is considerable flexibility in Retribution’s leveling order.

Another strong route takes Seal of Command earlier, finishes Conviction, and starts Vengeance at Level 30 instead of taking Repentance. The important core remains Benediction, Seal of Command, Sanctified Judgement, Pursuit of Justice, and Sacred Arbiter.

Retribution is especially convenient in Forever because Judgement no longer consumes your active Seal. You can Judge on cooldown without repeatedly paying to reapply Seal of Command.

Level 60 Retribution Paladin build

A strong preliminary Level 60 Retribution Paladin build is 16/0/35.

Deep Retribution adds:

Twist of Light turns Seal twisting into an intentional class mechanic. Replacing certain Seals creates an Echo, allowing your next melee attack to apply the effect of the previous Seal as well. Blizzard specifically designed the talent so players can use the mechanic without relying on a swing-timer addon.

Champion of the Light also converts part of your Intellect into Spell Damage, improving the Holy side of Retribution’s hybrid damage profile.

The remaining Holy points can strengthen Seals, Holy damage, and general spell performance.

16/0/35 remains preliminary. Current Level 60 Retribution theorycraft also includes deeper Retribution and PvP-oriented Protection hybrids, so the final PvE distribution may change once Level 60 becomes playable.

Best Paladin spec for leveling in WoW Forever

For general solo questing, Retribution is the best Paladin leveling spec in WoW Forever.

It directly improves melee damage, lowers Mana costs, provides increased movement speed, and makes excellent use of the class’s new baseline Holy Strike. Seal of Command and Judgement provide additional Holy damage without forcing you to constantly recast your active Seal.

Protection is the best alternative if you expect to tank dungeons frequently or enjoy pulling several enemies at once. Seal of Fury, Consecration, Redoubt, block-based Mana regeneration, and Templar’s Bulwark give it a far more complete leveling toolkit than original Classic Protection.

Holy is primarily recommended for players leveling through dungeon healing. It can quest alone, but its talent points provide much less offensive value than Retribution.
