Here are our recommended WoW Forever Shaman builds for the current Level 30 Beta and their preliminary Level 60 directions:

The Level 30 builds are much easier to recommend because those talents can already be tested directly. Level 60 builds remain theorycraft and may shift as Blizzard continues Beta tuning. Current talent data confirms 51 total points at Level 60, with 21 available at the present Level 30 cap.

Best Elemental Shaman talents in WoW Forever

The best current Elemental Shaman talent build at Level 30 is 21/0/0, committing all available points to Elemental Combat.

This setup prioritizes direct spell damage, faster Lightning Bolt casts, stronger Fire abilities, reduced spell pushback, and Call of Thunder.

Concussion increases Lightning Bolt, Chain Lightning, and Earth Shock damage, while Elemental Alacrity reduces the cast time of Lightning Bolt, Chain Lightning, and Lava Burst by up to 0.5 seconds. Call of Flame also improves Flame Shock, Fire Nova, Lava Burst, and Fire Totem damage.

Eye of the Storm is particularly useful while leveling because taking melee damage normally causes spell pushback. At 3/3, the talent greatly reduces that interruption and makes finishing Lightning Bolt casts much easier.

Elemental Shaman leveling talents

For Elemental Shaman leveling, use this progression toward the Level 30 build:

This gives Elemental a straightforward leveling loop built primarily around Lightning Bolt, Flame Shock, Fire Nova, and Totems. Chain Lightning arrives after the current Beta cap, while Lava Burst belongs to the deeper part of the talent tree.

The exact order has some flexibility. Convection can replace some early defensive points if Mana efficiency is a bigger problem than survivability.

Level 60 Elemental Shaman build

The current preliminary leveling target is 38/13/0.

At higher levels, Elemental gains access to several of its defining Forever talents, including Lightning Overload, Elemental Fury, Earthbound, and Lava Burst. The supporting Enhancement points improve Critical Strike, Intellect, mobility, and Shock efficiency.

Lava Burst is the biggest change to the full Elemental playstyle. It deals Fire damage and gains additional damage against enemies affected by Flame Shock, creating a much stronger Fire-and-Lightning rotation than original Classic Shaman. Lightning Overload can also duplicate Lightning Bolt or Chain Lightning at reduced damage without additional Mana cost or threat.

38/13/0 should be treated as a leveling target rather than a finalized raid build. Other Level 60 Elemental combinations are already being theorycrafted, and the optimal split may change once endgame encounters become playable.

Best Enhancement Shaman talents in WoW Forever

The best current Enhancement Shaman talent build at Level 30 is 0/21/0.

Enhancement has changed substantially from original Classic. Stormstrike arrives much earlier in the tree, Mental Dexterity converts Intellect into Attack Power, Improved Ghost Wolf allows Ghost Wolf indoors, and Improved Stormstrike provides the first major improvement to in-combat Mana regeneration.

Stormstrike is the centerpiece of the build and gives Enhancement a real melee ability between weapon swings. The first point in Improved Stormstrike then gives Stormstrike a chance to enable 50% Mana regeneration while casting for 15 seconds and allows Dodge or Parry to potentially reset its cooldown.

Elemental Weapons becomes particularly valuable at Level 30 because Windfury Weapon also unlocks at Level 30, giving Enhancement the explosive weapon proc traditionally associated with the specialization.

Enhancement Shaman leveling talents

For Enhancement Shaman leveling, use:

This progression gives Enhancement useful upgrades throughout the current Beta rather than saving all of its strongest talents for Level 30.

Mental Dexterity makes Intellect useful offensively by converting it into Attack Power, Improved Ghost Wolf provides excellent leveling mobility, and Shamanistic Focus reduces the Mana pressure caused by repeatedly using Shocks.

Stormstrike at Level 25 is the largest immediate damage upgrade, followed by Windfury Weapon and Improved Stormstrike as you approach Level 30.

Level 60 Enhancement Shaman build

A strong preliminary Level 60 leveling target is 16/35/0. Deep Enhancement eventually unlocks the complete melee/caster toolkit:

• Maelstrom Weapon allows melee attacks to progressively reduce the cast time and Mana cost of Lightning Bolt.
• Mental Quickness converts Intellect into additional spell damage and healing.
• Improved Stormstrike reaches 2/2, while Rage of the Farseer becomes the final deep Enhancement cooldown.

The remaining Elemental points improve Shock and spell damage, complementing the hybrid nature of Enhancement.

Level 60 Enhancement theorycraft is especially unsettled. 17/34/0 and 12/39/0 are also being explored for PvE and PvP respectively, so the exact final split should not be treated as locked before launch.

Best Restoration Shaman talents in WoW Forever

The best Restoration Shaman talent build at Level 30 is 0/0/21, investing entirely into the healing tree.

For a dungeon-focused setup, we recommend:

Improved Healing Wave reduces the cast time of your primary heal, while Mindfulness allows 50% of your Mana regeneration to continue while casting at maximum rank.

Water Shield is one of Restoration’s most important Forever additions. It creates three globes that can restore 2% of maximum Mana when you are hit or one of your healing spells critically heals.

Nature’s Swiftness provides an emergency instant Nature spell and becomes available with the final Level 30 point. Mana Tide Totem can be talented at this point, although its first trainable spell rank does not become available until Level 40.

Restoration Shaman leveling talents

For a deep Restoration Shaman leveling build, use:

Restoration is primarily a dungeon leveling spec. It can complete solo quests with Lightning Bolt, Flame Shock, Fire Nova, and melee attacks, but it lacks the offensive talent support available to Elemental and Enhancement. If you are mostly questing alone, Enhancement is considerably more efficient.

Level 60 Restoration Shaman build

The current preliminary Level 60 healing target is 0/10/41.

• The 41 Restoration points take the tree all the way to Riptide, while adding Healing Way, Purification, Restorative Totems, full Tidal Mastery, Water Shield, Nature’s Swiftness, and other healing improvements.
• The remaining 10 Enhancement points can provide Thundering Strikes and Ancestral Knowledge, adding Critical Strike chance and Intellect. More healing Crit also synergizes with Water Shield and Ancestral Healing.
• Riptide becomes the defining Level 60 addition. It provides an instant heal followed by healing over time, and Chain Heal cast directly on the Riptide target gains 25% increased effectiveness.

That creates a much more active Restoration rotation than original Vanilla Shaman healing.

Best Shaman spec for leveling in WoW Forever

For general questing, Enhancement is the best Shaman leveling spec in WoW Forever.

• Enhancement deals most of its damage through melee attacks, reducing the downtime caused by repeatedly spending Mana on Lightning Bolt. It also gains Improved Ghost Wolf, Stormstrike, Windfury Weapon, healing, Shocks, and Totems while leveling, giving it a strong combination of damage, mobility, and survivability.
• Elemental is the best alternative if you prefer ranged gameplay. It becomes increasingly powerful as Elemental Alacrity, Lightning Overload, and eventually Lava Burst come online, but early Mana consumption means you will generally need to stop and drink more often.
• Restoration should primarily be chosen if you intend to heal dungeons while leveling.

WoW Forever also makes Totems significantly easier to manage across all three Shaman specs. Call of the Elements can summon a configured set of Totems together, Totemic Projection moves active Totems to a new position, and Totemic Recall removes them while refunding part of their Mana cost.

Fire Nova has also changed from a dedicated Fire Nova Totem into an instant spell that explodes around your currently active Fire Totem, making Totem positioning relevant for both leveling and dungeon damage.
