Spirit Tap is one of the biggest reasons Shadow works so well for leveling. After killing an eligible target, it substantially increases Spirit and allows additional Mana regeneration while casting, reducing downtime between enemies.
Mind Flay provides an efficient ranged filler with a slowing effect, while Vampiric Embrace converts part of your Shadow damage into healing. Shadow Weaving then builds a stacking personal Shadow damage increase during combat.

This build gives Shadow a low-downtime leveling loop: apply Shadow Word: Pain, use Mind Blast and Mind Flay, then finish weaker enemies with your Wand when spending more Mana is unnecessary.
A 0/0/21 deep Shadow build is also viable if you want to remain completely inside the Shadow tree and reach one of its 21-point options immediately. For pure leveling efficiency, however, Wand Specialization makes the hybrid approach more attractive.
Level 60 Shadow Priest build
A strong preliminary Level 60 Shadow Priest build is 18/0/33.
The deeper Shadow tree eventually provides:

Shadowform receives major improvements in Forever. It increases Shadow damage, cuts the Mana cost of Shadow spells by 50%, increases Shadow Critical Strike damage, and reduces Physical damage taken. It also allows non-healing spells to remain usable while active.
Devouring Contagion reduces the Mana cost of Devouring Plague and allows the effect to jump to another nearby enemy when its current target dies. Early Demise later improves Shadow Word: Death against low-health targets.
The remaining Discipline points provide Mana efficiency, additional spell utility, and other general improvements.
18/0/33 is still preliminary. A nearby 17/0/34 distribution is another possible setup depending on which final supporting talent receives the extra point.
Best Priest spec for leveling in WoW Forever
For general solo questing, Shadow is the best Priest leveling spec in WoW Forever.
- Spirit Tap greatly reduces Mana downtime, Wand Specialization makes finishing enemies cheaper, Mind Flay gives you a ranged slow, and Vampiric Embrace provides additional sustain during harder encounters.
- Discipline is our second recommendation, particularly if you want to combine normal questing with dungeon healing. Power Word: Shield keeps solo combat safe, while Penance can be used for either damage or healing.
- Holy is the strongest dedicated traditional healing option, but it is less efficient for continuous solo questing unless you specifically build around Smite and Holy Fire.

WoW Forever also gives every Priest several important class-wide improvements. Fear Ward and Devouring Plague are now available to every Priest at Level 20, Divine Spirit becomes baseline at Level 30, and Shadow Word: Death is learned by all Priests at Level 32.
