You can buy Skill Books from vendors in SoD Phase 4
In Season of Discovery Phase 4, acquiring Skill Books will become significantly easier as you’ll be able to buy Skill Books from vendors.
You no longer have to run mid-level dungeons on all your main and alts just for some Skill Books! Josh Greenfield, Senior Game Producer for WoW Classic, has announced the addition of two new vendors to simplify the process of acquiring Skill Books for both high-level characters and alts.
Alliance players can find Milton Sheaf, while Horde players should look for Zor Lonetree. Other than Skill Books, the two will also sell ability skills of various runes from previous phases like longer blessings, Aspect of the Viper, Druid resurrection, and more. While the exact methods are still under development, the team is focused on ensuring that alt characters can catch up efficiently.
