Try to fish for the newly-unlocked aquatic creature called Whispering Mothcarp in the Miasma region. It may take a while. But if you succeed, bring it back to the HELM’s aquarium. Release it as usual, and the moment has arrived for you to get that blade.

It’s important to note that you can only get the mentioned item with the deposit of the Whispering Mothcarp. Any other fish, even an Exotic one, won’t have the same result.
