In Legion Remix, the system has been reworked to make Artifact weapons easier to get and upgrade. Every class and spec has access to its Artifact through the questline, and once obtained, the weapon becomes the foundation of your build. Here is all the info you need.
How to get Artifact weapon Legion Remix

In order to get an Artifact weapon in Legion Remix, you only need to complete the Artifact quest chain once. You can start the quest chain with Moratari in Dalaran after reaching level 10 and visiting Dalaran for the first time. Moratari will give you the quest Time Crisis. Follow it, and you will receive your Artifact weapon.
Be sure to play through this quest chain with the correct specialization, because at the fifth step (Something Borrowed quest) you will receive the weapon that corresponds to your chosen spec. You will be able to obtain versions of the legendary weapons for your other specializations later in the progression, but not right away.
